The Town is preparing a Secondary Plan for the (former) Hamlet of Stewarttown to establish a Land Use Plan for the area and surrounding expansion lands while focusing on preserving the unique character of the community. Building on information presented at the second virtual Open House held in April 2022, the Project Team will provide findings from the recently completed Feasibility Analysis and follow up on the draft Preferred Land Use concept. Feedback gathered at the event will help inform the direction of the draft Stewarttown Secondary Plan.
Once completed, the Stewarttown Secondary Plan will identify the most appropriate land use plan for the area and incorporate best practices for community development while establishing housing density targets for the new community.
The Stewarttown Secondary Plan will align with Provincial and Regional plans and its development will be a community-integrated process, shaped by input from the public and key stakeholders.

Private Development Applications Submitted for the Stewarttown Expansion Lands
In October 2025, 1732216 Ontario Inc. and 2602151 Ontario Inc. through their consultant (Glen Schnarr & Associates Inc.) submitted Zoning By-law Amendment and Draft Plan of Subdivision applications to permit the development of 199 residential units consisting of 159 single detached dwellings and 40 townhouse dwelling units (within 5 townhouse blocks) on new public roads (view the Notice of Received Applications [Insert Notice of Received Applications]). For more information, please see the notice of approval.
Council approved the final Recommendation Report for the Stewarttown Secondary Plan on August 26, 2024. Formal approval of Official Plan Amendment 57 (the Secondary Plan) by way of a Town By-law will come on October 28, 2024 at Council, after which a Notice of Decision will be made public.

Phase 1
- What is meant by "appropriate" density and mix?
- Will trees be put in to provide privacy to the current residents that have nature views right now, but will be facing houses in these new plans?
- Why is Harrison Place the only access point outlined? There are multiple concerns with this as the entry point for the new development, including traffic, safety, and home values. Why are other access points not being considered?
- The emergency access/trail access on the maps is a private road that is paid for and maintained by the 5 resident houses on the cul-de-sac. Has this been approved?
- Would you be able to give us an idea about the number of households in the expansion lands based on your options?

- The draft land use plan presented shows the only access to the expansion lands through Harrison Place. Are other potential access points being considered?
