A Secondary Plan Review is underway for the Georgetown GO Station Area/Mill Street Corridor. Originally adopted through the Official Plan Amendment 7 (OPA 7) in 2010, key components of the plan included identifying and planning for strategic redevelopment locations, as well as intensification, maintenance, and enhancement of existing neighbourhoods. In keeping with the existing objectives of this Plan, key priorities for the review will include:

  • Balancing redevelopment and intensification objectives, with the preservation of existing low-density neighbourhoods.
  • Identifying the potential for transit-oriented development in areas closest to the Georgetown GO Station.
  • Ensuring that the objectives of the Mill Street Corridor Precinct Neighbourhood Study are appropriately considered as part of the Secondary Plan update.

This project will be carried out over four phases and is expected to take two years, and include many opportunities for public engagement. A revised Secondary Plan, informed by public input, and various technical studies, will build upon the key objectives of the original Plan.

PROJECT UPDATE
On November 17, a staff report providing an update on the Georgetown GO Station Area/Mill Street Corridor Secondary Plan Review will be discussed in General Committee. This report will cover, among other things, the Secondary Plan Advisory Committee formed in early 2025, and a draft concept for a revised Major Transit Station Area boundary.     Purpose and Effect of Halton Hills Official Plan Amendment 63:
    The purpose of Draft Official Plan Amendment 63 is to establish a Protected Major Transit Station Area (PMTSA) in close proximity to the Georgetown GO Station, in accordance with section 16(15) of the Planning Act. Policies for the proposed PMTSA will:

    • Identify a minimum density target (people and jobs per hectare) for the PMTSA;
    • Identify land use designations and permitted uses within the PMTSA; and,
    • Identify minimum densities and maximum height permissions for land uses within the PMTSA.

    The PMTSA boundary and policies identified in Draft Official Plan Amendment 63 were developed in accordance with section 2.4.2 of the Provincial Planning Statement.

    Purpose and Effect of Halton Hills Official Plan Amendment 64:
    The purpose of Draft Official Plan Amendment 64 is to establish a revised Georgetown GO Station Area/Mill Street Corridor Secondary Plan that will guide land use and future development in the Secondary Plan Precincts outside of the PMTSA. Using the Council-endorsed Preferred Land Use Plan, the Secondary Plan will implement policies, objectives and guidelines that respect the existing natural heritage and established character of the Precincts within the Secondary Plan area, outside of the PMTSA.

    No decisions will be made at this meeting. (BOLD) Town staff will report back to Council at a later date seeking approval of the Official Plan Amendments.

    1. In accordance with Section 17 (36.1.4) of the Planning Act, there is no appeal with respect to policies adopted to identify a Protected Major Transit Station Area as laid out in the draft Official Plan Amendment, except by the Minister of Municipal Affairs and Housing.
    2. In in the event the Minister were to appeal Council’s decision, if a person or public body does not make oral submission at a public meeting or make written comments to the Town of Halton Hills before the decision is made the person or public body may not be added as a participant to the hearing of the appeal before the Ontario Land Tribunal, unless, in the opinion of the Tribunal, there are reasonable grounds to do so.
